Middletown’s top 15 delinquent taxpayers in debt for some $3.83 million

MIDDLETOWN — The top 15 delinquent taxpayers in Middletown owe the city some $3.83 million in back taxes, with $2.06 million of that sum as interest.

A few of these accounts are in bankruptcy and some have gone out of business, Acting Economic and Community Development Director Bobbye Knoll Peterson said Thursday. Per state statute, every delinquent account is assessed interest and liens, she added.

Some accounts go back the entire 15 years (statutory retention) while others are only one or two cycles with large amounts, Peterson explained.

“The list of the top 15 accounts was processed through the tax program, totaling all the accounts that are collectible from the 2007 list through the current,” she said. By state statute, unpaid accounts remain collectible for 15 years, Peterson added.

“Some accounts are a summary of many years, while others are just a few years, depending on the actual amount due,” she pointed out.

The tax collector’s office is governed by state statutes that dictate what must be done, and any delinquent account accrues interest on a monthly basis.

In February, the 2021 grand list totaled more than $3.6 billion, Assessor Damon Braasch told The Press at the time.
 
Since the amounts are distributed over a 15-year window, collecting these arrearages does not affect the mill rate, which, in Middletown, is 35.700. Interest is collected on any delinquent accounts, Peterson said.
 
These figures, provided by Tax Collector Lee Muscatello, include any liens on the properties, as well as accumulated interest.

  • Home Ownership Providing Empowerment, which develops affordable housing for those with developmental disabilities, owns 18 Glover Place. It owes $578,882 ($300,818 of it in interest)
  • Yankee Heritage construction services, 416 Highland Ave., owes $576,560 ($346,674 in interest)
  • Commercial Finance owns 28 Crescent St., which is occupied by Middlesex Health offices, owes $472,319 ($312,376 is interest)
  • Vinci 1000 Newfield St. is on the list for property on Mile Lane, owing $309,130 ($190,236 of it interest); and Newfield Street, in debt for $263,580 ($149,485 in interest)
  • Vinci Realty Property, which owns a parcel on River Road, owes $187,376 ($80,200 of it is interest)
  • Newfield Realty Corp., which owns land on Beverly Heights, is in debt for $259,563 ($119,266 in interest)
  • Liquid Plastics, which owns 79 Bradley St., is in arrearage for $210,299 ($115,088 of that is interest)
  • Monarca Building Contractors owns 123 No. Main St. and owes $192,742 ($91,698 in interest)
  • Clearedge Power Corp., a fuel cell producer, owns property at 400 Aircraft Road, is in debt for $141,193 ($72,458 of it is interest)
  • Eagle Access Equipment owns 597 Saybrook Road and owes $132,182 ($35,851 in interest)
  • Lions Den gym, located at 1385 Newfield St., owes $160,343 ($103,743 of the sum is interest)
  • Incorez Inc., which owns 79 Bradley St., owes $110,181 ($59,296 of it interest)
  • Osaka Japanese Steakhouse and Sushi Bar, 130 Main St., $132,795 ($83,167 in interest)
  • Portland Asphalt, which owns land at 597 Saybrook Road, owes $101,028 (interest totals $1,010).
