Either directly or indirectly, Evergreen State residents in 2023 could end up paying more on a variety of fronts.<\/p>\n<p>MINIMUM WAGE<\/p>\n<p>Washington will start off the new year with the <a href=\"https:\/\/www.thecentersquare.com\/washington\/washington-state-s-minimum-wage-to-increase-to-15-74-in-2023\/article_a66e56fa-4416-11ed-8d16-036eeb66ca87.html\" target=\"_blank\" rel=\"noopener\"><strong>highest minimum wage<\/strong><\/a> among U.S. states.<\/p>\n<p>Starting Jan. 1, the hourly wage floor employers must pay adult workers will rise to $15.74, up from $14.49 in 2022, according to the state Department of Labor &amp; Industries.<\/p>\n<p>The roughly 8.7% increase in the state minimum wage comes amid the largest spike in inflation in nearly four decades, increasing the cost of food, housing, and other items across Washington.<\/p>\n<p>The Evergreen State\u2019s minimum wage may be top among states, but it\u2019s not the highest in the nation. The other Washington \u2013 D.C. \u2013 will see its minimum wage rise to $16.50 an hour next year.<\/p>\n<p>Some cities in Washington have separate minimum wage laws allowing for hourly rates in excess of the state\u2019s baseline. SeaTac will have the highest minimum wage of any city in America in 2023, rising to $19.06 an hour. Seattle\u2019s minimum wage next year will be upped to $18.69.<\/p>\n<p>PAID FAMILY AND MEDICAL LEAVE<\/p>\n<p>Beginning Jan. 1, the Paid Family and Medical Leave payroll tax will go\u00a0<a href=\"https:\/\/esd.wa.gov\/newsroom\/pr\/paid-family-medical-leave-premiums-to-increase-in-2023#:~:text=To%20keep%20pace%20with%20more,premium%20rate%20will%20be%200.8%25\" target=\"_blank\" rel=\"noopener\"><strong>up<\/strong><\/a>\u00a0from 0.6% to 0.8% to help pay for up to 18 weeks of family and medical leave to some full- and part-time workers. The rate is determined by the ratio of the trust fund balance divided by the total wages paid in the previous year.<\/p>\n<p>Employers will pay 27.24% of the total premium and employees will pay 72.76%, which is a ratio similar to 2022.<\/p>\n<p>The paid family and medical leave mandate was passed by the Legislature in July 2017 and signed into law by Gov. Jay Inslee, with collection from employers and workers beginning on Jan. 1, 2019. Every worker in the state was eligible to collect benefits as of Jan. 1, 2020.<\/p>\n<p>WORKERS\u2019 COMPENSATION<\/p>\n<p>Starting next year, there will be an average rate increase of 4.8% in workers\u2019 compensation to ensure adequate premiums to cover expected costs of 2023 claims, according to the state Department of Labor &amp; Industries.<\/p>\n<p>That translates into employers and workers paying an additional $61 a year on average for each full-time employee, with workers footing about $12 of that increased cost on average.<\/p>\n<p>\u201cL&amp;I attributes the increase to several factors, including wage inflation and medical costs,\u201d the department\u2019s <a href=\"https:\/\/lni.wa.gov\/insurance\/rates-risk-classes\/rates-for-workers-compensation\/rates-notice\" target=\"_blank\" rel=\"noopener\"><strong>website<\/strong><\/a> says. \u201cL&amp;I will tap the contingency reserves to pay costs that are expected to exceed the rate increase. Workers and employers focusing on safety, and L&amp;I initiatives that are helping injured workers recover sooner and reducing workers\u2019 compensation costs, are helping keep the proposed increase down.\u201d<\/p>\n<p>RIDESHARE PAY AND BENEFITS<\/p>\n<p>In the new year, rideshare drivers will be entitled to workers\u2019 rights, including minimum trip pay, paid sick time, workers\u2019 compensation coverage, and protection from retaliation.<\/p>\n<p>The changes were <a href=\"https:\/\/www.thecentersquare.com\/washington\/washington-legislature-passes-rideshare-drivers-benefits-bill\/article_b264fda2-9f29-11ec-b94f-373a003e8c5c.html\" target=\"_blank\" rel=\"noopener\"><strong>adopted<\/strong><\/a> by lawmakers during this year\u2019s legislative session in the form of House Bill 2076.<\/p>\n<p>Beginning Jan. 1, minimum rates for rideshare trips will be set by state law. For trips beginning in Seattle: $5.62 per trip; or $0.64 per minute and $1.50 per mile, whichever is higher.<\/p>\n<p>For trips beginning and ending outside Seattle: $3.26 per trip; or $0.37 per minute and $1.27 per mile, whichever is higher.<\/p>\n<p>Drivers will also receive a minimum of one hour of paid sick time for every 40 hours worked, and they can start using sick time after recording at least 90 hours on the job.<\/p>\n<p>LONG-TERM CARE TAX<\/p>\n<p>The state will finally begin collecting taxes to fund its long-term care law, known as WA Cares, on July 1.<\/p>\n<p>The WA Cares payroll tax \u2013 58 cents on every $100 earned \u2013 was supposed to kick in Jan. 1, but that plan was derailed by, among other things, lawmakers concerned about people paying into the program who would not be eligible to receive benefits.<\/p>\n<p>In late January, Inslee signed House Bill 1732, <a href=\"https:\/\/www.thecentersquare.com\/washington\/gov-inslee-signs-bill-delaying-wa-cares\/article_c68dffc4-7fce-11ec-a2f1-171e9144c62b.html\" target=\"_blank\" rel=\"noopener\"><strong>pausing<\/strong><\/a> implementation of the program for 18 months.<\/p>\n<p>CAPITAL GAINS INCOME TAX<\/p>\n<p>The new capital gains income tax\u2019s constitutionality is still up in the air, but the state Department of Revenue is <a href=\"https:\/\/www.thecentersquare.com\/washington\/capital-gains-tax-now-in-effect-unless-washington-supreme-court-strikes-it-down\/article_5e10f940-87c2-11ed-aa6f-efa7b257d3e6.html\" target=\"_blank\" rel=\"noopener\"><strong>proceeding<\/strong><\/a> with plans to collect the tax in April.<\/p>\n<p>On March 1, Douglas County Superior Court Judge Brian Huber ruled the tax was an income tax that violated the state constitution\u2019s uniformity clause that does not allow income to be taxed at different rates.<\/p>\n<p>Washington Attorney General Bob Ferguson asked the state Supreme Court to take up the case on appeal, with the high court agreeing to do so.\u00a0Oral arguments\u00a0in the case are slated to begin on Jan. 26.<\/p>\n<p>The Supreme Court has since given the\u00a0okay\u00a0for DOR to administer and collect the tax in the meantime.<\/p>\n<p>In 2021, the Legislature passed and Inslee signed into law a capital gains income tax aimed at the state\u2019s wealthiest residents.
