{"id":39314,"date":"2023-01-02T15:06:58","date_gmt":"2023-01-02T15:06:58","guid":{"rendered":"http:\/\/www.brandon.ddtest.info\/multisite-test\/us-could-see-a-fight-over-debt-ceiling-that-rocks-markets-goldman-sachs-warns\/"},"modified":"2023-01-02T15:06:58","modified_gmt":"2023-01-02T15:06:58","slug":"us-could-see-a-fight-over-debt-ceiling-that-rocks-markets-goldman-sachs-warns","status":"publish","type":"post","link":"http:\/\/www.brandon.ddtest.info\/multisite-test\/us-could-see-a-fight-over-debt-ceiling-that-rocks-markets-goldman-sachs-warns\/","title":{"rendered":"US could see a fight over debt ceiling that rocks markets, Goldman Sachs warns"},"content":{"rendered":"<p> \n<\/p>\n<div data-editable=\"content\" itemprop=\"articleBody\" data-reorderable=\"content\">\n<p>\n    <cite class=\"source__cite\"><br \/>\n      <span class=\"source__location\" data-editable=\"location\">New York<\/span><br \/>\n      <span class=\"source__text\" data-editable=\"source\">CNN Business<\/span><br \/>\n        \u00a0\u2014\u00a0<br \/>\n    <\/cite>\n<\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_39650E75-7419-9D33-E8DA-E313E7BA689F@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      Republicans and Democrats are likely to clash next year over the debt ceiling, a fight that could rock financial markets, unnerve consumers and threaten the economy with the specter of a calamitous default.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_E55482F4-693C-406E-B93E-E3140483E13B@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      The looming debt limit battle in Washington could spark the most uncertainty <a href=\"http:\/\/www.cnn.com\/2011\/POLITICS\/07\/25\/debt.talks.timeline\/index.html\" target=\"_blank\" rel=\"noopener\">since the 2011 brinksmanship that cost America its perfect AAA credit score<\/a> and caused chaos on Wall Street, Goldman Sachs warned clients in a note Monday.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_00B5F0DB-5183-AF5A-4039-E31421A99ED1@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      \u201cTo raise the debt limit next year, bipartisan support will be necessary but hard to achieve,\u201d Goldman Sachs economists wrote in the report.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_72D7E31C-EC6D-151D-89A1-E352F0514305@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      The \u201cdebt ceiling\u201d is exactly what it sounds like \u2014 the maximum that the federal government is allowed to borrow, after Congress set a level more than a century ago to curtail government borrowing. But when push comes to shove, Congress has in the past raised the debt limit to avoid a default on US debt that economists <a href=\"https:\/\/www.cnn.com\/2021\/09\/08\/business\/debt-ceiling-default-explained\/index.html\" target=\"_blank\" rel=\"noopener\">have warned would be \u201cfinancial Armageddon.\u201d <\/a>That\u2019s what lawmakers did in late 2021 following the last standoff over the debt ceiling.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_FE4E70E2-6342-8726-0975-E313E7BE3A38@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      Goldman Sachs notes there have been \u201cmore false alarms over the last decade than truly close calls.\u201d\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_CE7F55F6-AA98-AC92-5191-E3144D97A0DF@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      Washington also came together just last week to reach<a href=\"https:\/\/www.cnn.com\/2022\/12\/01\/politics\/senate-rail-vote\/index.html\" target=\"_blank\" rel=\"noopener\"> an agreement that averted what would have been a catastrophic rail strike.<\/a>\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_9F85D677-5D58-7677-9E10-E3145EFE6323@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      But Republicans have signaled a brewing fight over the debt ceiling.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_45169549-E8E2-72A1-EFCF-E3146976ECD6@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      House GOP leader Kevin McCarthy, who is vying to become House Speaker, told CNN before the midterm election that <a href=\"https:\/\/www.cnn.com\/2022\/11\/07\/politics\/kevin-mccarthy-interview-border-security\/index.html\" target=\"_blank\" rel=\"noopener\">Republicans will demand spending cuts in exchange for lifting the debt ceiling.<\/a> Republican Senator John Thune of South Dakota told Bloomberg last week <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-11-29\/gop-s-thune-sees-debt-ceiling-hike-as-vehicle-for-budget-cuts\" target=\"_blank\" rel=\"noopener\">the debt ceiling could be a way to push through budget cuts.<\/a>\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_8DD58539-4230-3778-3DC6-E3149DF8846E@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      That sets the stage for a dangerous fiscal showdown that risks a default on US debt, or at least a close call.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_79B34B90-0630-A431-0191-E315D8AE9BA0@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      \u201cWe remain concerned that the governing dynamic will lead to fiscal fights that could include debt ceiling brinksmanship in mid-2023,\u201d Isaac Boltansky, director of policy research at BTIG, wrote in a note to clients this weekend.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_91941591-D098-279E-9988-E315E71AC330@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      Goldman Sachs noted that the political environment next year will have \u201cechoes of 1995 and 2011\u201d \u2014 the two most tense standoffs over the debt limit in recent history. The report said most, though not all, of those standoffs occurred when Republicans controlled at least one chamber of Congress during a Democratic presidency.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_36836BE3-65B8-F518-403E-E315F280A36F@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      \u201cNext year will provide the political and fiscal conditions for another disruptive debate, and razor-thin majorities in both chambers and elevated inflation could further increase uncertainty,\u201d Goldman Sachs wrote in the report. \u201cWhile hard to predict, it seems unlikely that next year\u2019s debt limit deadline will create quite as much uncertainty as the 2011 experience, but there is a good chance it will come closer than at any point since then.\u201d\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_5EB78D62-5CB0-B706-B1DD-E316096B3722@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      A close call could set off turmoil on Wall Street that causes losses in the retirement accounts and investment portfolios of everyday Americans.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_9AEA273E-5C7C-A15B-A55E-E3161921E4F1@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      \u201cIt seems likely that uncertainty over the debt limit in 2023 could lead to substantial volatility in financial markets,\u201d Goldman Sachs economists wrote, noting that the 2011 standoff helped cause a deep selloff in the US stock market.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_DB1C96D3-3C8C-C69C-E834-E3162DB88AB9@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      Beyond markets, Goldman Sachs said a failure to raise the debt limit in time \u201cwould pose greater risk to government spending and ultimately to economic growth than it would to Treasury securities themselves.\u201d\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_71BBA215-5665-9326-DEB5-E316470B1A99@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      That\u2019s because in order to avoid a default on US debt, the federal government would shift money around to keep paying interest on Treasuries. That would create a massive hole that would need to be filled by delaying a host of other payments \u2014 including ones that millions of Americans count on such as paychecks to federal employees, benefits to veterans and Social Security payments.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_E3C002BF-5E50-AE74-F158-E31657883C5F@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      \u201cA failure to make timely payments would likely hit consumer confidence hard,\u201d Goldman Sachs wrote.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_ABC0AC6F-4AC8-D29C-5000-E3167E6D92C9@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      The good news is Washington appears to have plenty of time to reach a compromise on the debt ceiling before things get dicey.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_05B59CEC-A80D-9A0D-0A33-E313E7DD0882@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      Economists at Jefferies said in a recent research report that default risk is unlikely to emerge until \u201cat least\u201d the end of September of next year.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_75730898-D454-1D31-D527-E316EAA92582@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      Even though federal debt is likely to reach the statutory limit in the next few weeks, Goldman Sachs said the Treasury Department should be able to borrow as usual until late February or early March.
