{"id":39434,"date":"2023-01-03T01:03:00","date_gmt":"2023-01-03T01:03:00","guid":{"rendered":"http:\/\/www.brandon.ddtest.info\/multisite-test\/the-stage-is-now-set-for-a-dangerous-gop-debt-ceiling-standoff\/"},"modified":"2023-01-03T01:03:00","modified_gmt":"2023-01-03T01:03:00","slug":"the-stage-is-now-set-for-a-dangerous-gop-debt-ceiling-standoff","status":"publish","type":"post","link":"http:\/\/www.brandon.ddtest.info\/multisite-test\/the-stage-is-now-set-for-a-dangerous-gop-debt-ceiling-standoff\/","title":{"rendered":"The stage is now set for a dangerous GOP debt ceiling standoff"},"content":{"rendered":"<p> \n<\/p>\n<div>\n<div class=\"byline-thumbnail byline-thumbnail--has-image styles_bylineThumbnail__5Ipk0\"><a href=\"https:\/\/www.msnbc.com\/author\/steve-benen-ncpn433601\"><picture><source srcset=\"https:\/\/media-cldnry.s-nbcnews.com\/image\/upload\/t_focal-120x120,f_auto,q_auto:best\/newscms\/2021_37\/3505460\/steve-benen-msnbc_1.png 2x, https:\/\/media-cldnry.s-nbcnews.com\/image\/upload\/t_focal-60x60,f_auto,q_auto:best\/newscms\/2021_37\/3505460\/steve-benen-msnbc_1.png 1x\"\/><img loading=\"lazy\" src=\"https:\/\/media-cldnry.s-nbcnews.com\/image\/upload\/t_focal-60x60,f_auto,q_auto:best\/newscms\/2021_37\/3505460\/steve-benen-msnbc_1.png\" alt=\"\" height=\"48\" width=\"48\"\/><\/picture><\/a><\/div>\n<\/div>\n<div>\n<p class=\"\">The congressional to-do list is not short during the lame-duck session, but as The New York Times <a href=\"https:\/\/www.nytimes.com\/2022\/12\/09\/us\/politics\/congress-debt-ceiling.html\">reported<\/a>, one of the Democratic priorities is all but certain to fall by the wayside.<\/p>\n<section class=\"blockquote\">\n<blockquote class=\"blockquote__quote\">\n<p>Congressional leaders have all but abandoned the idea of acting to raise the debt ceiling this month before Democrats lose control of the House, punting the issue to a new Congress when Republicans have vowed to fight the move, and setting up a clash next year that could bring the American economy to the brink of crisis.<\/p>\n<p><small class=\"blockquote__source\"><span\/><\/small><\/p><\/blockquote>\n<\/section>\n<p class=\"\">This is entirely in line with what I\u2019ve heard from congressional staffers in recent weeks, each of whom acknowledged the seriousness of the threat, but who also conceded that nothing will happen on the issue before the new Congress is sworn in on Jan. 3.<\/p>\n<p class=\"\">The Times\u2019 report added that plenty of Democrats have pushed for attention on the issue, reminding leaders that \u201cfailure to raise the statutory cap on the nation\u2019s borrowing power \u2014 expected to be reached at some point next year \u2014 would lead to a first-ever default, creating financial chaos in the United States and the global economy.\u201d<\/p>\n<p class=\"\">But it\u2019s not going to happen during the post-election, lame-duck session \u2014 in part because it would take too long, and in part because it would require complete unanimity on the issue among the Democratic conferences, which does not exist.<\/p>\n<p class=\"\">And so, the countdown clock has effectively started on what will almost certainly be the single most important and most dangerous standoff of 2023.<\/p>\n<p class=\"\">A couple of days before the midterm elections, Ezra Klein wrote <a href=\"https:\/\/www.nytimes.com\/2022\/11\/06\/opinion\/republican-congress-agenda-mccarthy.html\">a column<\/a> highlighting the stakes. \u201cWhat Republicans are offering, if they win the 2022 elections, is not conservatism,\u201d he wrote. \u201cIt is crisis. More accurately, it is <em>crises<\/em>.\u201d One in particular stood out:<\/p>\n<section class=\"blockquote\">\n<blockquote class=\"blockquote__quote\">\n<p>U.S. Treasuries are the bedrock asset of the global financial system. They are the safest of safe investments, the security that countries and funds buy when they must be absolutely sure that their money is safe. Much else in the financial system is priced on this assumption of American reliability: Lenders begin with the riskless rate of return \u2014 that is, the interest rate on U.S. Treasuries \u2014 and then add their premiums atop that. If the U.S. government defaults on its debt, it would trigger financial chaos. (I guess that\u2019s one way to deal with inflation: Crash the global economy!) Republicans have been perfectly clear, though: They see the debt limit as leverage in negotiations with Biden.<\/p>\n<p><small class=\"blockquote__source\"><span\/><\/small><\/p><\/blockquote>\n<\/section>\n<p class=\"\">Indeed, it\u2019s amazing how direct and explicit GOP officials have been on the issue. As we <a href=\"https:\/\/www.msnbc.com\/rachel-maddow-show\/maddowblog\/eve-midterms-stakes-come-sharper-focus-rcna55981\">discussed<\/a> ahead of Election Day, Republican leaders <a href=\"https:\/\/www.msnbc.com\/rachel-maddow-show\/maddowblog\/ahead-midterms-gop-runs-platform-economic-instability-rcna53400\">freely admitted<\/a> that they would hold the nation hostage next year, threatening to crash the economy on purpose unless their demands are met. They didn\u2019t say <em>exactly<\/em> what would appear on their ransom note, but according to some GOP officials, cuts to Social Security and Medicare would <a href=\"https:\/\/www.msnbc.com\/rachel-maddow-show\/maddowblog\/republicans-bolster-bidens-warning-gop-economy-rcna53675\">likely be part of the plan<\/a>.<\/p>\n<p class=\"\">After Election Day, it\u2019s been considerably worse. Rank-and-file House Republicans have made a debt ceiling crisis <a href=\"https:\/\/www.cnn.com\/2022\/12\/06\/politics\/kevin-mccarthy-debt-limit\/index.html\">one of their principal goals<\/a> for 2023, and even some Senate Republicans who know better are going along. Senate Minority Whip John Thune, for example,\u00a0<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-11-29\/gop-s-thune-sees-debt-ceiling-hike-as-vehicle-for-budget-cuts?sref=6et1qv7R\">told Bloomberg<\/a>\u00a0two weeks ago that the party is eyeing Social Security cuts and sees a hostage crisis as a way of pursuing the goal.<\/p>\n<p class=\"\">\u201cTypically, I think there\u2019s been a pretty broad bipartisan understanding that default\u2019s not an option,\u201d the South Dakotan said. \u201cBut at the same time I think there\u2019s an understanding that this does create an opportunity especially if the pressure\u2019s on one side to deliver that outcome.\u201d<\/p>\n<p class=\"\">As a rule, any sentence that says default is not an option, followed by \u201c<em>but<\/em>,\u201d is not a sentence a responsible policymaker should utter.<\/p>\n<p class=\"\">I\u2019m not unsympathetic to those who\u2019ve argued that preventing a Republican-imposed crisis is nearly impossible during a lame-duck session. There\u2019s certainly some truth to that. Democrats would either need 10 GOP votes in the Senate to deal with the debt ceiling, or they\u2019d need to use a budget reconciliation process that (a) would take weeks to pull off; and (b) would need the support of Sens. Joe Manchin and Kyrsten Sinema. It just wasn\u2019t going to happen.<\/p>\n<p class=\"\">But there will come a point in 2023 when congressional Republicans point a gun at the economy and say, \u201cAgree to Social Security cuts or we\u2019ll pull the trigger.\u201d At that point, Democrats will look back at 2022 and wish they\u2019d done away with the statutory debt ceiling altogether.<\/p>\n<p class=\"endmark\">Yes, the GOP would shoulder the blame if Republicans crash the economy on purpose as part of a crisis they needlessly imposed on the nation.
