{"id":42164,"date":"2023-01-15T15:06:52","date_gmt":"2023-01-15T15:06:52","guid":{"rendered":"http:\/\/www.brandon.ddtest.info\/multisite-test\/marylands-new-bill-to-expand-healthcare-for-small-business-employees-state-of-reform\/"},"modified":"2023-01-15T15:06:52","modified_gmt":"2023-01-15T15:06:52","slug":"marylands-new-bill-to-expand-healthcare-for-small-business-employees-state-of-reform","status":"publish","type":"post","link":"http:\/\/www.brandon.ddtest.info\/multisite-test\/marylands-new-bill-to-expand-healthcare-for-small-business-employees-state-of-reform\/","title":{"rendered":"Maryland\u2019s new bill to expand healthcare for small business employees &#8211; State of Reform"},"content":{"rendered":"<p> \n<\/p>\n<div>\n<p><span style=\"font-weight: 400;\">While there are<\/span><a href=\"https:\/\/cdn.advocacy.sba.gov\/wp-content\/uploads\/2021\/08\/30142529\/Small-Business-Economic-Profile-MD.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\"> around <\/span><span style=\"font-weight: 400;\">620,214 small businesses<\/span><\/a><span style=\"font-weight: 400;\"> in Maryland, which employ over 1.2 million employees in the state,<\/span><a href=\"https:\/\/www.baltimoresun.com\/opinion\/editorial\/bs-ed-0317-health-insurance-small-business-20220316-omdmxwv6srax7baxl3ojce6qie-story.html\"> <span style=\"font-weight: 400;\">the Baltimore Sun<\/span><\/a><span style=\"font-weight: 400;\"> reports that only about 37% of small businesses in the state of Maryland provide health coverage to their employees compared to 95% of large employers who provide their employees with coverage.<\/span><\/p>\n<p>\u00a0<\/p>\n<div><a href=\"https:\/\/stateofreform.us9.list-manage.com\/subscribe?u=f695b5b2b1984d959eb6a7659&amp;id=9cc6749e45\" rel=\"noindex nofollow noopener\" target=\"_blank\"><img src=\"https:\/\/stateofreform.com\/wp-content\/themes\/branding-iron\/images\/subscribe-banners\/daily.jpg\" style=\"width:100%;height:auto;\" \/><\/a><\/div>\n<p>\u00a0<\/p>\n<p><span style=\"font-weight: 400;\">Currently, Maryland\u2019s small businesses can get federal tax credits to lower their costs if they go through<\/span><a href=\"https:\/\/www.marylandhealthconnection.gov\/glossaryslug\/maryland-health-connection-for-small-business\/\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">Maryland Health Connect<\/span><\/a><span style=\"font-weight: 400;\">, which enables small businesses and their employees to compare and shop for private plans. According to<\/span><a href=\"https:\/\/www.healthcare.gov\/small-businesses\/provide-shop-coverage\/small-business-tax-credits\/\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">HealthCare.gov<\/span><\/a><span style=\"font-weight: 400;\">, small businesses can qualify for tax credits that could be worth up to 50% of the costs for the employees premiums.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On January 11<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\">, 2023, Sen. Katie Hester (D \u2013 Howard) and Del. Robbyn Lewis (D \u2013 Baltimore) introduced<\/span><a href=\"https:\/\/mgaleg.maryland.gov\/mgawebsite\/Legislation\/Details\/SB0059?ys=2023RS\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">Senate Bill 59<\/span><\/a><span style=\"font-weight: 400;\"> and<\/span><a href=\"https:\/\/mgaleg.maryland.gov\/mgawebsite\/Legislation\/Details\/HB0107?ys=2023RS\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">House Bill 107<\/span><\/a><span style=\"font-weight: 400;\">, respectfully. SB0059 and HB0107 would create a special enrollment period for individuals who become employed by a small employer that does not offer their employees health benefit plans. The enrollment window would be open for 60 days after the employee\u2019s first day of employment. Additionally, these bills would allocate funding until 2029 for marketing and outreach for this special enrollment period.<\/span><\/p>\n<p><a href=\"https:\/\/www.healthcare.gov\/glossary\/qualifying-life-event\/\"><span style=\"font-weight: 400;\">Currently<\/span><\/a><span style=\"font-weight: 400;\">, starting a new job would not make an individual eligible for a special enrollment period because this would not be considered a qualifying life event. This new legislation would eliminate this barrier for people seeking health insurance.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Lewis and Hester are continuing their advocacy for health insurance coverage for small businesses through the legislative process. Last year, they sponsored <\/span><a href=\"https:\/\/mgaleg.maryland.gov\/mgawebsite\/Legislation\/Details\/SB0632?ys=2022RS\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">a successful effort<\/span><\/a><span style=\"font-weight: 400;\"> to establish the Small Business and Nonprofit Health Insurance Subsidies Program, which provides subsidies to purchase health insurance for their workers.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The passage of SB 632 also created a workgroup tasked with monitoring the impact of the program and researching ways to support the healthcare needs of small business employees. The workgroup met from July to September and concluded that additional outreach and training for small businesses would be a significant improvement for small businesses seeking to expand their healthcare benefits.
