to address the US&#8217;s <a href=\"https:\/\/www.theatlantic.com\/ideas\/archive\/2022\/01\/scarcity-crisis-college-housing-health-care\/621221\/?nr_email_referer=1&amp;utm_source=Sailthru&amp;utm_medium=email&amp;utm_content=BIPrime_Sunday&amp;utm_campaign=Post%20Blast%20%20:%20Our%20predictions%20for%20big%20themes%20in%202023,%20from%20China%20tensions%20to%20the%20abundance%20agenda%20and%20tech%20discipline&amp;utm_term=INSIDER%20WEEKLY%20SEND%20LIST\" data-analytics-module=\"body_link\" rel=\" nofollow\">scarcity problem<\/a>. In short, the abundance agenda works by increasing the supply of the things people need, and ultimately making essential goods and services less expensive for American families.\u00a0<\/p>\n<p>Supporters haven&#8217;t coalesced around a single name for this framework, which <a href=\"https:\/\/www.bostonreview.net\/forum_response\/the-abundance-agenda\/\" data-analytics-module=\"body_link\" rel=\" nofollow\">has also<\/a> been called &#8220;<a href=\"https:\/\/www.nytimes.com\/2021\/09\/19\/opinion\/supply-side-progressivism.html\" data-analytics-module=\"body_link\" rel=\" nofollow\">supply-side progressivism<\/a>&#8221; and &#8220;<a href=\"https:\/\/noahpinion.substack.com\/p\/a-new-industrialist-roundup\" data-analytics-module=\"body_link\" rel=\" nofollow\">new industrialism<\/a>.&#8221; In general, however, <a href=\"https:\/\/www.businessinsider.com\/2023-predictions-tech-exam-yankees-ben-affleck-electric-vehicles-2023-1\" data-analytics-module=\"body_link\" rel=\"\">they say<\/a> the US needs to build more homes, train more doctors, increase access to great education, and invest more in renewable energy.\u00a0<\/p>\n<p>&#8220;Concerns about rising housing, energy, and higher education costs are not new,&#8221; Richard Morrison, senior fellow at libertarian think tank Competitive Enterprise Institute and a supporter of the abundance agenda, told Insider. &#8220;But the understanding of what is fueling the problem is becoming better understood.&#8221;<\/p>\n<p>Since the turn of the century, cheaper overseas manufacturing costs in countries like China have driven down prices for goods like <a href=\"https:\/\/www.businessinsider.com\/what-products-getting-cheaper-inflation-holiday-sales-more-expensive-2022-10\" data-analytics-module=\"body_link\" rel=\"\">smartphones, TVs, and computers<\/a>. But childcare, healthcare, college tuition, and housing costs, for instance, <a href=\"https:\/\/www.businessinsider.com\/what-products-getting-cheaper-inflation-holiday-sales-more-expensive-2022-10\" data-analytics-module=\"body_link\" rel=\"\">have risen<\/a> 115%, 130%, 178%, and 80%, respectively, well above inflation. It&#8217;s <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-09-08\/transcript-ezra-klein-on-the-new-supply-side-economics#xj4y7vzkg\" data-analytics-module=\"body_link\" rel=\" nofollow\">not to be confused<\/a> with <a href=\"https:\/\/www.investopedia.com\/terms\/s\/supply-sidetheory.asp\" data-analytics-module=\"body_link\" rel=\" nofollow\">supply-side economics<\/a>, a framework that advocates for tax cuts and deregulation that are intended to give private companies more power to produce.\u00a0\u00a0<\/p>\n<p>Advocates also argue it&#8217;s possible to create abundance without dire environmental consequences.\u00a0<\/p>\n<p>&#8220;We can have more energy, more housing, better roads, airports, and trains, and better access to education\/job training without destroying the planet,&#8221; Adam Millsap, Senior Fellow at the <a href=\"https:\/\/www.influencewatch.org\/non-profit\/stand-together\/\" data-analytics-module=\"body_link\" rel=\" nofollow\">right-leaning<\/a> funding organization <a href=\"https:\/\/standtogether.org\/\" data-analytics-module=\"body_link\" rel=\" nofollow\">Stand Together<\/a>, told Insider.\u00a0<\/p>\n<p>While lawmakers largely aren&#8217;t using terms like &#8220;abundance&#8221; to describe their policy agendas, some action has been taken in recent years in the US to increase supply. This includes <a href=\"https:\/\/www.businessinsider.com\/operation-warp-speed-us-coronavirus-vaccine-program-pfizer-moderna-2020-11\" data-analytics-module=\"body_link\" rel=\"\">Operation Warp Speed&#8217;s<\/a> vaccine production, the <a href=\"https:\/\/www.businessinsider.com\/obama-democrats-build-back-better-inflation-schumer-manchin-biden-mcconnell-2022-7\" data-analytics-module=\"body_link\" rel=\"\">bipartisan CHIPs bill<\/a> to boost the US semiconductor industry, <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2022\/10\/07\/biden-harris-administration-announces-progress-in-implementing-its-housing-supply-action-plan\/\" data-analytics-module=\"body_link\" rel=\"\">Biden administration initiatives<\/a> to increase housing construction, and the <a href=\"https:\/\/www.businessinsider.com\/house-passes-inflation-reduction-act-sending-it-to-biden-2022-8\" data-analytics-module=\"body_link\" rel=\"\">Inflation Reduction Act<\/a> \u2014 which incentivized renewable energy production.<\/p>\n<p>But many say the US has <a href=\"https:\/\/www.discoursemagazine.com\/ideas\/2022\/12\/07\/we-need-an-abundance-agenda\/\" data-analytics-module=\"body_link\" rel=\" nofollow\">barely scratched the surface<\/a>.\u00a0<\/p>\n<h2><strong>How the US might reach &#8220;abundance&#8221;\u00a0<\/strong><\/h2>\n<p>Supply problems go beyond childcare and housing, as the pandemic showcased when <a href=\"https:\/\/www.businessinsider.com\/supply-chain-crisis-over-prices-inflation-go-down-2022-7\" data-analytics-module=\"body_link\" rel=\"\">shortages became abundant<\/a>. The US economy found itself short on everything from <a href=\"https:\/\/www.businessinsider.com\/elon-musk-kids-walmart-pandemic-toiler-paper-shortage-2022-1\" data-analytics-module=\"body_link\" rel=\"\">toilet paper<\/a> to <a href=\"https:\/\/www.businessinsider.com\/why-is-there-chip-shortage-car-companies-electronics-supply-chain-2021-2\" data-analytics-module=\"body_link\" rel=\"\">semiconductor chips<\/a> \u2014 not to mention <a href=\"https:\/\/www.businessinsider.com\/covid-illness-made-labor-force-shrink-reason-for-labor-shortage-2022-9\" data-analytics-module=\"body_link\" rel=\"\">workers<\/a> \u2014 something some corporations are looking to address by <a href=\"https:\/\/www.businessinsider.com\/made-in-america-products-more-expensive-2022-12\" data-analytics-module=\"body_link\" rel=\"\">bringing their supply chains closer to home<\/a>.\u00a0<\/p>\n<p>Last year, <a href=\"https:\/\/www.theatlantic.com\/ideas\/archive\/2022\/01\/scarcity-crisis-college-housing-health-care\/621221\/?nr_email_referer=1&amp;utm_source=Sailthru&amp;utm_medium=email&amp;utm_content=BIPrime_Sunday&amp;utm_campaign=Post%20Blast%20%20:%20Our%20predictions%20for%20big%20themes%20in%202023,%20from%20China%20tensions%20to%20the%20abundance%20agenda%20and%20tech%20discipline&amp;utm_term=INSIDER%20WEEKLY%20SEND%20LIST\" data-analytics-module=\"body_link\" rel=\" nofollow\">The Atlantic&#8217;s Derek Thompson<\/a> detailed some of the reasons for the elevated costs across the US economy, as well as some ideas for what can be done to combat them.\u00a0\u00a0<\/p>\n<p>In healthcare, for instance, the US has <a href=\"https:\/\/archive.ph\/o\/4Mfo6\/https:\/\/www.niskanencenter.org\/unmatched-repairing-the-u-s-medical-residency-pipeline\/\" data-analytics-module=\"body_link\" rel=\" nofollow\">fewer doctors per capita<\/a> than almost every other developed country. Increasing access to telehealth, improving the medical residency system, and making it easier for nurses and foreign-trained doctors to deliver care, he said, could help <a href=\"https:\/\/www.theatlantic.com\/ideas\/archive\/2022\/02\/why-does-the-us-make-it-so-hard-to-be-a-doctor\/622065\/\" data-analytics-module=\"body_link\" rel=\" nofollow\">increase access and reduce costs<\/a>.\u00a0<\/p>\n<p>In housing, where <a href=\"https:\/\/www.businessinsider.com\/americans-are-moving-less-social-demographic-changes-2022-8\" data-analytics-module=\"body_link\" rel=\"\">home and rental vacancy rates<\/a> are <a href=\"https:\/\/www.census.gov\/housing\/hvs\/files\/currenthvspress.pdf\" data-analytics-module=\"body_link\" rel=\"\">near record lows<\/a>, Thompson said the US should push back on regulations that make it difficult to build large apartments and ban <a href=\"https:\/\/www.businessinsider.com\/california-single-family-zoning-housing-crisis-nimby-yimby-millennials-boomers-2021-8\" data-analytics-module=\"body_link\" rel=\"\">single-family zoning<\/a>.<\/p>\n<p>In higher education, where elite universities <a href=\"https:\/\/www.bestcolleges.com\/news\/analysis\/elite-colleges-increase-enrollment\/\" data-analytics-module=\"body_link\" rel=\" nofollow\">aren&#8217;t expanding enrollment<\/a> and <a href=\"https:\/\/www.theatlantic.com\/business\/archive\/2017\/08\/universities-inequality-fighters\/538566\/\" data-analytics-module=\"body_link\" rel=\" nofollow\">admitting fewer low-income students<\/a>, he suggested exploring digital education options to put <a href=\"https:\/\/www.businessinsider.com\/college-enrollment-declining-student-debt-reforms-2022-10\" data-analytics-module=\"body_link\" rel=\"\">additional pressure on universities<\/a> when it comes to enrollment and tuition prices.\u00a0<\/p>\n<p>And rather than reducing demand for energy, for instance, to combat the <a href=\"https:\/\/www.businessinsider.com\/photos-that-make-climate-change-feel-real\" data-analytics-module=\"body_link\" rel=\"\">climate crisis<\/a> \u2014 he <a href=\"https:\/\/www.theatlantic.com\/ideas\/archive\/2022\/01\/scarcity-crisis-college-housing-health-care\/621221\/?nr_email_referer=1&amp;utm_source=Sailthru&amp;utm_medium=email&amp;utm_content=BIPrime_Sunday&amp;utm_campaign=Post%20Blast%20%20:%20Our%20predictions%20for%20big%20themes%20in%202023,%20from%20China%20tensions%20to%20the%20abundance%20agenda%20and%20tech%20discipline&amp;utm_term=INSIDER%20WEEKLY%20SEND%20LIST\" data-analytics-module=\"body_link\" rel=\" nofollow\">argued for policies<\/a> that would speed up the development and deployment of <a href=\"https:\/\/www.forbes.com\/sites\/adammillsap\/2022\/10\/28\/an-abundance-agenda-for-america\/?sh=27f23e054e45\" data-analytics-module=\"body_link\" rel=\" nofollow\">abundant and cheap renewable energy<\/a>.\u00a0<\/p>\n<p>To make the progress abundance advocates are looking for, action is needed on each of the local, state, and federal government levels. In the years to come, however, a <a href=\"https:\/\/markets.businessinsider.com\/news\/stocks\/why-divided-congress-will-likely-perk-up-inflationary-pressure-gold-bull-peter-schiff-weighs-in-1031921688\" data-analytics-module=\"body_link\" rel=\"\">divided Congress<\/a> <a href=\"https:\/\/news.yahoo.com\/can-a-divided-congress-get-anything-done-204639876.html\" data-analytics-module=\"body_link\" rel=\" nofollow\">may stall some of the proposals<\/a> supporters have been hoping for.\u00a0<\/p>\n<h2>The future of the abundance agenda<\/h2>\n<p>Today, the CEI&#8217;s Morrison says the idea of an abundance agenda is mainly discussed in the &#8220;world of professional writers, journalists, analysts, and pundits,&#8221; but he expects it to eventually reach a wider audience.<\/p>\n<p>&#8220;Enthusiasm for the abundance agenda is bipartisan and transcends the ideological spectrum \u2013 it has fans on both the conservative and liberal sides \u2013 so it&#8217;s only a matter of time before it becomes more widely discussed.&#8221;<\/p>\n<p>He thinks the abundance agenda \u2014 or something like it \u2014 will be something many politicians campaign on someday, which he says would be a win for all Americans.\u00a0<\/p>\n<p>&#8220;An economic system based on the abundance agenda will result in significantly more economic growth and welfare gains for Americans of all income and education levels,&#8221; he said. &#8220;This will be a rising tide that lifts all boats.&#8221;<\/p>\n<p>Tony Dutzik, associate director and senior policy analyst with <a href=\"https:\/\/frontiergroup.org\/about\/\" data-analytics-module=\"body_link\" rel=\" nofollow\">Frontier Group<\/a>, the <a href=\"https:\/\/www.influencewatch.org\/non-profit\/frontier-group\/\" data-analytics-module=\"body_link\" rel=\" nofollow\">left-of-center<\/a> think tank, is a bit more skeptical. While he&#8217;s\u00a0<a href=\"https:\/\/frontiergroup.org\/articles\/when-enough-enough-abundance-agenda-america-needs\/\" data-analytics-module=\"body_link\" rel=\" nofollow\">generally supportive<\/a> of the abundance agenda&#8217;s ideals, he told Insider they are still &#8220;very undefined.&#8221;\u00a0<\/p>\n<p>&#8220;Everyone wants more good things,&#8221; he said. &#8220;Coming to consensus on what things are &#8216;good&#8217; \u2014 and what trade-offs to accept in getting them \u2014 is the hard part.&#8221;<\/p>\n<p>What if the policies needed to promote clean energy, Dutzik asks, also &#8220;pave the way for more fossil fuels,&#8221; as he says last year&#8217;s failed <a href=\"https:\/\/www.washingtonpost.com\/climate-environment\/2022\/09\/28\/manchin-permitting-reform-climate\/\" data-analytics-module=\"body_link\" rel=\" nofollow\">permitting reform bill<\/a> might have done. There would likely be strong disagreement in Washington on how to proceed.<\/p>\n<p>There&#8217;s also the question of &#8220;What should be abundant \u2014 and what shouldn&#8217;t?&#8221; In a <a href=\"https:\/\/frontiergroup.org\/articles\/when-enough-enough-abundance-agenda-america-needs\/\" data-analytics-module=\"body_link\" rel=\" nofollow\">post last year<\/a>, Dutzik argued that the &#8220;abundance&#8221; of the US&#8217;s <a href=\"https:\/\/www.roadtraffic-technology.com\/features\/featurethe-worlds-biggest-road-networks-4159235\/#:~:text=United%20States%20of%20America,million%20kilometres%20of%20unpaved%20roads.\" data-analytics-module=\"body_link\" rel=\" nofollow\">road network for cars<\/a>, for instance, has contributed to extensive <a href=\"https:\/\/www.businessinsider.com\/reasons-to-stop-driving-gas-prices-car-free-activist-2022-9\" data-analytics-module=\"body_link\" rel=\"\">air pollution<\/a> and <a href=\"https:\/\/www.nhtsa.gov\/press-releases\/usdot-releases-new-data-showing-road-fatalities-spiked-first-half-2021\" data-analytics-module=\"body_link\" rel=\"\">traffic fatalities<\/a>.
