{"id":44746,"date":"2023-01-20T18:20:20","date_gmt":"2023-01-20T18:20:20","guid":{"rendered":"http:\/\/www.brandon.ddtest.info\/multisite-test\/bill-wants-georgia-to-pay-for-unwanted-pregnancies-under-abortion\/"},"modified":"2023-01-20T18:20:20","modified_gmt":"2023-01-20T18:20:20","slug":"bill-wants-georgia-to-pay-for-unwanted-pregnancies-under-abortion","status":"publish","type":"post","link":"http:\/\/www.brandon.ddtest.info\/multisite-test\/bill-wants-georgia-to-pay-for-unwanted-pregnancies-under-abortion\/","title":{"rendered":"Bill wants Georgia to pay for unwanted pregnancies under abortion"},"content":{"rendered":"<p> \n<\/p>\n<p>The bill would have the state pay for everything from a pregnant person\u2019s medical expenses to the child\u2019s health insurance and secondary education.<\/p>\n<div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>ATLANTA \u2014 A Georgia lawmaker wants to hold the state financially responsible for unwanted pregnancies that can&#8217;t be terminated under the Georgia&#8217;s six-week abortion ban.<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p><a href=\"https:\/\/www.legis.ga.gov\/legislation\/63469\" rel=\"noopener noreferrer\" target=\"_blank\">The Georgia Pro-Birth Accountability Act<\/a> would have the state pay for everything from a pregnant person\u2019s medical expenses to the child\u2019s health insurance and secondary education.\u00a0<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>It\u2019s unlikely to pass the Republican-controlled state House and Senate, but Rep. Dar\u2019shun Kendrick (D-Lithonia) told 11Alive that the bill starts an important conversation about the ban and its effects. Kendrick introduced the bill last week.<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>\u201cThis is an actual, serious bill, and I don\u2019t understand why every conservative hasn\u2019t ran to sign it,\u201d said Kendrick. \u201cIf you claim to be pro-life and pro-family, I\u2019m giving you exactly what you are asking for, which is to support our families (and) support our unborn children.\u201d<\/p>\n<\/p><\/div>\n<p>&#13;<\/p>\n<h2>What the bill would do<\/h2>\n<\/p>\n<div class=\"article__section article__section_type_text utility__text\">\n<p><a href=\"https:\/\/www.legis.ga.gov\/api\/legislation\/document\/20192020\/187013\" rel=\"noopener noreferrer\" target=\"_blank\">Georgia\u2019s abortion law<\/a> effectively bans the procedure once fetal cardiac activity is detected \u2014 usually about six weeks into the pregnancy. There are some exceptions.\u00a0<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>Abortions can be performed up to 20 weeks if the pregnancy is the result of rape and incest. The procedure can also be performed if a physician determines that a medical emergency exists or that the pregnancy is \u201cmedically futile.\u201d<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>Under Kendrick\u2019s proposed legislation, \u201cpregnant women\u201d would be compensated for a variety of costs associated with pregnancy and just after the birth, including \u201creasonable living, legal, medical, psychological and psychiatric expenses.\u201d<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>The state would be responsible for any related expenses if death or disability results from the pregnancy. The bill also requires compensation for loss of future earnings if the woman dies.<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>The mother would be eligible for any child-related federal or state income tax credits as well as public assistance programs like the Special Supplemental Nutrition Program for Women, Infants and Children (WIC). A specially-trained, state-provided nurse would make home visits from early pregnancy through the child&#8217;s second birthday.\u00a0<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>Beyond early childhood, the state would cover health, dental and vision insurance for the child until they reach the age of 18. The state would also be responsible for child support payments to an \u201cunmarried woman\u201d if the father is unknown or unable to support.\u00a0<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>In addition, the state would fund a savings trust to support the child\u2019s higher education costs.<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>To receive compensation, the woman would be required to file an affidavit with the Georgia Department of Human Services. The state human services department would then assign a case manager to assist the woman, and the Georgia legislature would establish a new fund to support the department\u2019s efforts.<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>Kendrick told 11Alive that she adapted the legislation from <a href=\"https:\/\/www.billtrack50.com\/billdetail\/1500145\" rel=\"noopener noreferrer\" target=\"_blank\">a similar proposal<\/a> by South Carolina State Senator Mia McLeod, a Democrat. Unlike McLeod\u2019s bill, a lawsuit would not have to be filed to receive compensation in cases of death and miscarriage in Georgia.<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>This isn\u2019t the first time Kendrick\u2019s taken aim at the state\u2019s abortion law.\u00a0<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>In 2019, Kendrick proposed a <a href=\"https:\/\/news.google.com\/article\/news\/politics\/georgia-representative-intends-to-introduce-testicular-bill-of-rights-in-response-to-hb-481\/85-538d44c7-da58-44bc-8c24-488931c33f48\" rel=\"noopener noreferrer\" target=\"_blank\">&#8220;testicular bill of rights&#8221;<\/a> that would have made it an &#8220;aggravated assault&#8221; for a man to have sex without a condom.<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>Kendrick said that 2019 proposal was \u201csymbolic\u201d while her 2022 legislation is \u201cserious.\u201d<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>\u201cThe talking points are always about Georgia being pro-life and pro-family. But you can\u2019t be pro-life and pro-family if you don\u2019t back that up with state dollars,\u201d said Kendrick. \u201cSince we have a surplus, let\u2019s put those resources behind, truly being a pro-life and pro-family state.\u201d<\/p>\n<\/p><\/div>\n<p>&#13;<\/p>\n<h2>How much would it cost the state?<\/h2>\n<\/p>\n<p>&#13;<br \/>\n                                    <iframe loading=\"lazy\" src=\"https:\/\/www.documentcloud.org\/documents\/23578626-fiscal-note-on-abortion-bill?responsive=1&amp;title=1\" width=\"100%\" height=\"800\" frameborder=\"0\" style=\"border:0px;\"><\/iframe>&#13;\n                                <\/p>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>The Georgia Department of Audits and Accounts was unable to provide a definitive estimate on how much the legislation could cost the state.<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>The agency cited a number of unknown factors, including the number of women and children who would qualify for benefits, the department said.\u00a0<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>According to the Georgia Department of Public Health, there were 34,988 abortions in the 2021 fiscal year. In 2019, 40% of abortions occurred within the first six weeks and would still be allowed under state law. However, pregnant persons could leave the state to receive abortion care.<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>\u201cIn addition to the difficulty estimating the number of individuals obtaining benefits, we are unable to determine the per individual costs of some benefits,\u201d the report reads.<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>Georgia\u2019s abortion law was signed by Gov. Brian Kemp in 2019, eventually taking effect after the U.S. Supreme Court overturned Roe V. Wade. Pro-choice groups challenged the state law, and a Fulton County Superior Court judge ruled it was unconstitutional.<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>The state appealed the ruling, and the Georgia Supreme Court ruled<a href=\"https:\/\/news.google.com\/article\/news\/politics\/ga-abortion-ban-back-in-effect\/85-94b195cf-75cd-4da6-8dea-25ae73e98574\" rel=\"noopener noreferrer\" target=\"_blank\">\u00a0the ban would remain in effect\u00a0<\/a>as it considers the case.
