Photo: Kevin Dietsch\/Getty Images.<\/p>\n<\/figcaption><\/div>\n<div>\n<p>President Biden and House Speaker Kevin McCarthy (R-Calif.) plan to meet to discuss raising the debt ceiling after the U.S. Treasury <a class=\"gtmContentClick\" data-vars-link-text=\"reached its borrowing limit\" data-vars-click-url=\"https:\/\/www.axios.com\/2023\/01\/19\/congress-debt-ceiling-extraordinary-measures\" data-vars-content-id=\"7b266b89-8ff4-4cc6-be88-8e592cb93fb8\" data-vars-headline=\"Biden, McCarthy eye talks after U.S. reaches debt ceiling\" data-vars-event-category=\"story\" data-vars-sub-category=\"story\" data-vars-item=\"in_content_link\" href=\"https:\/\/www.axios.com\/2023\/01\/19\/congress-debt-ceiling-extraordinary-measures\" target=\"_self\" rel=\"noopener\">reached its borrowing limit<\/a> on Thursday, their offices said Friday.<\/p>\n<p><strong>Why it matters: <\/strong>McCarthy is taking a hard line on slashing government spending in exchange for raising the debt limit amid pressure from his right flank \u2014 cuts that the White House maintains are non-negotiable.<\/p>\n<p><strong>Driving the news:<\/strong> Asked at a Friday briefing about whether the two would sit down to negotiate the debt limit, White House press secretary Karine Jean-Pierre said Biden is \u201clooking forward to meeting with Speaker McCarthy \u2026 about a range of issues,\u201d but that no date had been set.<\/p>\n<ul>\n<li>McCarthy responded in a <a class=\"gtmContentClick\" data-vars-link-text=\"tweet\" data-vars-click-url=\"https:\/\/twitter.com\/speakermccarthy\/status\/1616540551322701824?s=46&amp;t=2lZTjFN6vpbHogqnepYq9w\" data-vars-content-id=\"7b266b89-8ff4-4cc6-be88-8e592cb93fb8\" data-vars-headline=\"Biden, McCarthy eye talks after U.S. reaches debt ceiling\" data-vars-event-category=\"story\" data-vars-sub-category=\"story\" data-vars-item=\"in_content_link\" href=\"https:\/\/twitter.com\/speakermccarthy\/status\/1616540551322701824?s=46&amp;t=2lZTjFN6vpbHogqnepYq9w\" target=\"_blank\" rel=\"noopener\">tweet<\/a>: \u201cPresident Biden: I accept your invitation to sit down and discuss a responsible debt ceiling increase to address irresponsible government spending. I look forward to our meeting.\u201d<\/li>\n<li>Jean-Pierre reiterated in a statement later on Friday that Biden \u201clooks forward&#8221; to their meeting but said the debt limit &#8220;is not a negotiation \u2026 Congress has always done it, and the President expects them to do their duty once again.\u201d<\/li>\n<\/ul>\n<p><strong>What caught our eye: <\/strong>Jean-Pierre, in her statement Friday evening, took aim at Republican initiatives to cut entitlement spending and <a class=\"gtmContentClick\" data-vars-link-text=\"overhaul federal taxation\" data-vars-click-url=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/25?r=96&amp;s=1\" data-vars-content-id=\"7b266b89-8ff4-4cc6-be88-8e592cb93fb8\" data-vars-headline=\"Biden, McCarthy eye talks after U.S. reaches debt ceiling\" data-vars-event-category=\"story\" data-vars-sub-category=\"story\" data-vars-item=\"in_content_link\" href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/25?r=96&amp;s=1\" target=\"_blank\" rel=\"noopener\">overhaul federal taxation<\/a> by replacing income and other taxes with a 30% national sales tax.<\/p>\n<ul>\n<li>Biden, she said, &#8220;looks forward to learning more about those plans, as well as to telling them about his plan to cut the deficit &#8230; strengthen retirement programs, invest in key priorities, and fund it all by making the wealthy and big corporations pay their fair share.&#8221;<\/li>\n<li>&#8220;We are going to have a clear debate on two different visions\u00a0for the country &#8230; and the President is happy to discuss that with the Speaker.&#8221;<\/li>\n<\/ul>\n<p><strong>What we&#8217;re hearing: <\/strong>The <a class=\"gtmContentClick\" data-vars-link-text=\"GOP hardliners\" data-vars-click-url=\"https:\/\/www.axios.com\/2023\/01\/05\/mccarthy-house-speaker-vote-day-3\" data-vars-content-id=\"7b266b89-8ff4-4cc6-be88-8e592cb93fb8\" data-vars-headline=\"Biden, McCarthy eye talks after U.S. reaches debt ceiling\" data-vars-event-category=\"story\" data-vars-sub-category=\"story\" data-vars-item=\"in_content_link\" href=\"https:\/\/www.axios.com\/2023\/01\/05\/mccarthy-house-speaker-vote-day-3\" target=\"_self\" rel=\"noopener\">GOP hardliners<\/a> who denied McCarthy the speaker&#8217;s gavel for nearly a week \u2014 and now have a nuclear button in their back pocket in the form of the <a class=\"gtmContentClick\" data-vars-link-text=\"motion to vacate the chair \" data-vars-click-url=\"https:\/\/www.axios.com\/2023\/01\/08\/kevin-mccarthy-house-speaker-vote-republicans\" data-vars-content-id=\"7b266b89-8ff4-4cc6-be88-8e592cb93fb8\" data-vars-headline=\"Biden, McCarthy eye talks after U.S. reaches debt ceiling\" data-vars-event-category=\"story\" data-vars-sub-category=\"story\" data-vars-item=\"in_content_link\" href=\"https:\/\/www.axios.com\/2023\/01\/08\/kevin-mccarthy-house-speaker-vote-republicans\" target=\"_self\" rel=\"noopener\">motion to vacate the chair <\/a>\u2014\u00a0told Axios last week they expect him to hold firm on his commitments to force spending cuts.<\/p>\n<ul>\n<li>&#8220;We expect the agreement to be performed. We sure do &#8230; I think he&#8217;s going to perform,&#8221; said Rep. Dan Bishop (R-N.C.).<\/li>\n<li>Rep. Ralph Norman (R-S.C.) said he believes McCarthy will follow through because a 10-year plan to balance the budget was key to flipping his vote for speaker.<\/li>\n<\/ul>\n<p><span data-ad-status=\"AD\" data-ad-type=\"midStoryAd\"\/><\/p>\n<ul>\n<li> &#8220;I think he will, because that was the whole thing that I got involved with. We had to have that,&#8221; Norman said.<\/li>\n<\/ul>\n<p><strong>Yes, but: <\/strong>None of the right-wingers were willing to entertain the notion of a default on U.S. debt \u2014\u00a0or forcing a vote on ousting McCarthy if he falls short or cuts a deal with Democrats.<\/p>\n<ul>\n<li>&#8220;Some of the people on Wall Street are going to start squawking about default. We\u2019re not going to default. We\u2019re not,&#8221; said Rep. Chip Roy (R-Texas), &#8220;But we need to have an honest conversation &#8230; [about] spending money we don\u2019t have.&#8221;<\/li>\n<li>&#8220;We will get the cuts. We will get the cuts,&#8221; said Norman, who said of the motion to vacate: &#8220;I don\u2019t think it will come to that.&#8221;<\/li>\n<li>&#8220;I don\u2019t think we\u2019re going to have to&#8221; use the motion to vacate, said Rep.
