MARK MEADOWS<\/b> (R-N.C.) and Rep. <b>MATT GAETZ<\/b> (R-Fla.) were demanding McCarthy remove moderate Republicans on the House Intelligence Committee leading the probe \u2014 members like Reps. <b>WILL HURD<\/b> (R-Texas), <b>MIKE TURNER<\/b> (R-Ohio) and <b>ELISE STEFANIK<\/b> (R-N.Y.) \u2014 and replace them with MAGA-loving bomb-throwers who could be counted on to deliver a full-throated and unqualified defense of Trump.<\/p>\n<p><b>McCarthy refused \u2014 even after the president himself<\/b> made a private request. Centrists, he believed, would have more credibility when they called foul on the Democrats\u2019 impeachment process. Trump allies, meanwhile, would be dismissed by persuadable voters as knee-jerk partisans playing to an audience of one.<\/p>\n<p><b>It was a shrewd approach.<\/b> The Intel members that the Trump loyalists sought to oust turned into some of Trump\u2019s most effective defenders (especially Stefanik, who used the moment to begin her MAGA makeover) and helped maintain top-to-bottom unity against impeachment in the House GOP ranks.<\/p>\n<p><b>That strategy has now flown the coop. <\/b>McCarthy this week rewarded Trump\u2019s most bombastic allies \u2014 including some of the members who initially opposed him as speaker \u2014 with seats on the high-profile House Oversight Committee, ground zero for the GOP\u2019s investigations of President <b>JOE BIDEN<\/b>.<\/p>\n<p><b>The panel\u2019s roster<\/b> is set to include Reps. <b>MARJORIE TAYLOR GREENE <\/b>(R-Ga.), <b>LAUREN BOEBERT <\/b>(R-Colo.), <b>PAUL GOSAR<\/b> (R-Ariz.) and <b>SCOTT PERRY<\/b> (R-Pa.), who will join the likes of Reps. <b>JIM JORDAN<\/b> (R-Ohio) and <b>ANDY BIGGS<\/b> (R-Ariz.) \u2014 a lineup sure to turn 2154 Rayburn into the Madison Square Garden of heavyweight political brawling.<\/p>\n<p><b>It\u2019s a risky strategy, to say the least.<\/b> Voters have already <a href=\"https:\/\/www.cbsnews.com\/news\/cbs-news-poll-inflation-cooperation-and-investigation\/\" target=\"_blank\" rel=\"noopener\">signaled in polling<\/a> that investigations of Biden are not exactly top of mind \u2014 meaning the Oversight panel and its chair, Rep. <b>JAMES COMER<\/b> (R-Ky.), already have a hill to climb in convincing the public that their probes have merit. That hill could become a mountain if the lawmakers involved are seen as too partisan or strident.<\/p>\n<p><b>Down Pennsylvania Avenue, White House officials are positively giddy<\/b> about the Oversight panel\u2019s new all-star cast, convinced that they\u2019ll be able to discredit the president\u2019s investigators as unhinged. Our colleagues on the POLITICO White House and Congress teams <a href=\"https:\/\/www.politico.com\/news\/2023\/01\/18\/biden-world-celebrates-gop-oversight-picks-00078447\" target=\"_blank\" rel=\"noopener\">reported last night<\/a> that upon learning about the new roster, \u201cthe president\u2019s aides sent texts to one another with digital high fives and likened their apparent luck to drawing an inside straight.\u201d<\/p>\n<p><b>Those members<\/b> would be \u201ceasy to dunk on in the media,\u201d one administration official said.<\/p>\n<p><b>Indeed, the counterattacks write themselves.<\/b> Just look at <a href=\"https:\/\/www.nytimes.com\/2023\/01\/18\/us\/politics\/republicans-trump-house-oversight-committee.html\" target=\"_blank\" rel=\"noopener\">this lede by NYT\u2019s Annie Karni<\/a> about the committee\u2019s new makeup: \u201cThey were deeply involved in President Donald J. Trump\u2019s efforts to overturn the 2020 presidential election results. They have come to the defense of people being prosecuted for participating in the deadly storming of the Capitol on Jan. 6, 2021. Some have called for violence against their political enemies online, embraced conspiracy theories or associated with white supremacists.\u201d<\/p>\n<p><b>Their extremism did not end on Jan. 6, either:<\/b> Gosar defended white nationalist leader <b>NICK FUENTES<\/b> as recently as September, while Greene told the New York Young Republican Club last month that if she had been leading the attack on the Capitol, rioters would have been \u201carmed\u201d and \u201cwe would have won.\u201d<\/p>\n<p><b>House Republicans counter that Democrats<\/b> won\u2019t be celebrating for long \u2014 they\u2019re the ones with subpoena power, after all. During <b>BARACK OBAMA\u2019s<\/b> presidency, the panel under chairs <b>DARRELL ISSA<\/b> (R-Calif.) and <b>JASON CHAFFETZ<\/b> (R-Utah) was a major headache for Democrats \u2014 accusing the administration of politically targeting conservative groups, mishandling the Benghazi terrorist attack and bungling an undercover gun operation that went awry.<\/p>\n<p><b>Now, under Comer, it will dog Biden<\/b> about his family\u2019s financial dealings, the administration\u2019s embarrassing Afghanistan pullout and its handling of the Covid pandemic.<\/p>\n<p><b>Rep. JAMIE RASKIN (D-Md.), the incoming top Democrat<\/b> on the panel, will no doubt have his hands full playing defense, but Comer may have the harder job: While he\u2019s conservative through and through, the new chair is not a bomb-thrower by nature and, we hear, wants to focus the panel more on waste, fraud and abuse in government \u2014 not just <b>HUNTER BIDEN\u2019s<\/b> laptop.<\/p>\n<p><b>Comer could have a hell of a time<\/b> managing such a bombastic group of rabble-rousers. Against his plans to dive deep on agencies, Karni notes, he \u201cwill have to balance and address the demands of committee members like Ms. Greene, who has already introduced five articles of impeachment against Mr. Biden.\u201d<\/p>\n<p><b>Good Thursday morning. <\/b>Thanks for reading Playbook. While the Bipartisan Policy Center predicts the date could arrive in the middle of the year, the prognosticating is more art than science; inflation and the upcoming tax filing season are outstanding variables. Still, the predictions highlight the growing sense of urgency to tackle the debt ceiling sooner rather than later.<\/p>\n<p><b>\u2014 As the White House draws a hard line<\/b> against debt limit talks, count Sen. <b>JOE MANCHIN <\/b>(D-W.Va.) as one Democrat who <b><i>is <\/i><\/b>willing to negotiate with Republicans. <a href=\"https:\/\/www.foxbusiness.com\/politics\/sen-manchin-sounds-alarm-us-debt-problem\" target=\"_blank\" rel=\"noopener\">Manchin said on Fox Business<\/a> yesterday that he\u2019s open to bipartisan work to tackle the national debt. You may want to bone up on the TRUST Act: Manchin said he\u2019s spoken with McCarthy about pairing an increase with <a href=\"https:\/\/www.romney.senate.gov\/romney-leads-bipartisan-coalition-introducing-trust-act\/\" target=\"_blank\" rel=\"noopener\">legislation he\u2019s authored<\/a> with Sen. <b>MITT ROMNEY <\/b>(R-Utah) that would create \u201crescue committees\u201d examining Medicare, Social Security and other endangered government trust funds.<\/p>\n<p><b>\u2014 House Financial Services Chair PATRICK McHENRY <\/b>(R-N.C.) may be a pivotal player to watch in averting economic calamity, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-01-18\/mchenry-becomes-republican-to-watch-in-us-debt-limit-showdown?srnd=premium\" target=\"_blank\" rel=\"noopener\">Bloomberg\u2019s Laura Davison, Erik Wasson and Billy House report<\/a>. McHenry is broadly trusted by both allies and opponents of McCarthy, and he has deep understanding of financial markets. He said last month that he wanted to separate spending questions from raising the debt ceiling but hasn\u2019t commented since McCarthy struck a deal with his speakership holdouts. In any case, look for McHenry\u2019s bowtie at the center of any coming negotiations.<\/p>\n<aside class=\"story-related cl-l db \">\n<div class=\"intext-ad intext-ad--presented  \"
