Tom Emmer tells it, the lousiest job he ever had \u2014 he has a saltier way of describing it \u2014 was running the <a href=\"https:\/\/apnews.com\/article\/politics-us-republican-party-united-states-house-of-representatives-kevin-mccarthy-b9fcfd11427a695fe2eb49e36988f1a0\">House Republican<\/a> campaign committee.<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">But after having helped lead his party <a href=\"https:\/\/apnews.com\/article\/2022-midterm-elections-house-control-79475a4fc11e4375cd0dded651b9eede\">back into control of the House in November,<\/a> the former youth hockey coach now must round up votes from those Republicans, as the <a href=\"https:\/\/history.house.gov\/People\/Office\/Republican-Whips\/\">majority whip<\/a>, in order to pass GOP priorities.<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">Corralling colleagues for their support on the <a href=\"https:\/\/apnews.com\/article\/us-debt-limit-political-friction-3652d50a1567c1e7ab544614b7f2b357?utm_source=homepage&amp;utm_medium=TopNews&amp;utm_campaign=position_01\">debt ceiling<\/a>, spending cuts and <a href=\"https:\/\/apnews.com\/article\/biden-technology-politics-united-states-government-us-department-of-the-treasury-b80e36533fa8da85199fe397d2b50d85\">investigating the Biden administration<\/a> will be tough work for the third-ranking leader who has served in Congress since 2015. With Republicans holding only 222 seats in the 435-member House, almost everyone is needed to reach the 218 votes needed for approving most bills. <\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">Just agreeing to elect California Rep. Kevin McCarthy as the House speaker <a href=\"https:\/\/apnews.com\/article\/politics-united-states-house-of-representatives-kevin-mccarthy-us-republican-party-0938c7358f41c83759246f8949ac7c15\">took 15 ballots.<\/a><\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">Emmer was a central negotiator in that effort, hammering out the side-deal to win over holdouts after endless meetings in his first-floor office at the Capitol. It was a crash-course for the budget battles and showdowns ahead. <\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">A look at how the rough-and-tumble Minnesotan told The Associated Press he plans to tackle the job. <\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">SPEAKER&#8217;S ELECTION AS HOCKEY BRAWL<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">Before joining Congress, Emmer was a lawyer and state legislator. Some of his most applicable professional experience, however, comes from coaching hockey.<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">When McCarthy failed to win the speaker&#8217;s race on the first votes, Emmer convened the holdouts in his still new Capitol office, so bare there are no pictures hanging on the walls.<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">\u201cGood teams are always going to have differences of opinion,\u201d Emmer said. \u201cIf you don\u2019t let them express that, you are never going to succeed.\u201d<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">Emmer told the story of a fabled hockey coach who would let players fight it out during practices \u2014 almost encouraging it, he said \u2014 much the way Republicans <a href=\"https:\/\/apnews.com\/article\/politics-kevin-mccarthy-matt-gaetz-florida-f2a4a42b4845f2413cca5c1b4c6100dd\">nearly came to blows on the House floor<\/a> during the speaker&#8217;s election. <\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">\u201cYou know what, these guys actually become closer,\u201d Emmer said.<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">___<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">BRACING FOR BUDGET BATTLES <\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">Emmer is not part of the conservative House Freedom Caucus. In fact, some Republicans did not think he was conservative enough for the leadership post.<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">But he won his own internal GOP election to become the whip, brushing back two challengers. When it came time to broker the deal for McCarthy&#8217;s election, Emmer had to win over some of those same conservative holdouts.<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">One of the many key concessions McCarthy made to earn the votes of his detractors was a commitment to return to federal spending to 2022 budget levels. Cuts of that size would amount to an 8% reduction in domestic defense, veterans and domestic accounts \u2014 or even more, 17%, if the Pentagon money is spared.<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">The Republicans also agreed to aim for a balanced budget in 10 years.<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">From Emmer\u2019s point of view, much of what was agreed to with the holdouts is \u201caspirational.\u201d <\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">\u201cSome might criticize me when I say it\u2019s an aspirational document because they think it\u2019s more than that, and they&#8217;re right,\u201d Emmer said. \u201cBecause we now have to hold ourselves to this.\u201d<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">___<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">SPEAKER BOEHNER, SPEAKER RYAN AND DEBT CEILINGS PAST<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">One of the biggest challenges Emmer will face is rounding up the votes for the coming <a href=\"https:\/\/apnews.com\/article\/biden-us-department-of-the-treasury-united-states-government-janet-yellen-business-6fe9b54dcdfea58bead0f4c5f9f89a64\">debt ceiling showdown.<\/a><\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\"><a href=\"https:\/\/home.treasury.gov\/system\/files\/136\/Debt-Limit-Letter-to-Congress-20230119-McCarthy.pdf\">Congress is being asked<\/a> by the <a href=\"https:\/\/apnews.com\/article\/us-debt-limit-political-friction-3652d50a1567c1e7ab544614b7f2b357\">Treasury Department<\/a> to raise the nation&#8217;s debt cap so it can borrow more money to pay off the nation&#8217;s already accruing bills.<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">House Republicans insist they will not lift that limit without changes in the way the federal government spends money \u2014 most likely, cuts in spending levels. Treasury Secretary Janet Yellen said in <a href=\"https:\/\/apnews.com\/article\/politics-us-department-of-the-treasury-united-states-government-district-columbia-china-0f7f0d85ed38353940a18cd262de8b09\">an Associated Press interview<\/a> Saturday that she expects Congress will ultimately vote to increase the cap. But she said GOP demands for spending cuts in return for backing an increase are \u201ca very irresponsible thing to do\u201d and risk creating a \u201cself-imposed calamity\u201d for the global economy.<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">It&#8217;s a repeat from the battles Republicans waged last time they had the House majority, when then-Reps. John Boehner of Ohio and Paul Ryan of Wisconsin were the speakers during the Obama and Trump administrations. In those days the Republicans tried to curb federal spending, with some success, but also with failures that disappointed the right flank.<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">Those decades-old spending battles simmer on Capitol Hill, especially for conservatives, which is why the Freedom Caucus and others drove such a hard bargain with McCarthy during the speaker&#8217;s race. <\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">\u201cA lot of it was personality issues that have probably been driven from as far back as when John Boehner was the speaker and then Paul Ryan,\u201d Emmer said about dynamics. <\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">\u201cAnd there\u2019s just been a lot over the last several years.\u201d<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">___<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">SPARING DEFENSE CUTS<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">Republicans have different views when it comes to what spending to cut as they try to use the debt ceiling vote to extract their own budget priorities.<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">While some say they want to see all spending on the table for review, Emmer is among those who believe defense should largely be spared.<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">\u201cThe argument is if you go to FY22 baseline, it affects both domestic and defense \u2014 not under Republicans,\u201d he said, referring to 2022 budget levels. \u201cRepublicans will look for efficiencies, they\u2019ll look for waste. We aren\u2019t cutting defense. We assured our appropriators and ask our House Armed Services Committee. That\u2019s not what we\u2019re doing.\u201d<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">___<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">THE BEST, WORST JOB<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">Having helped to elect the class of new House Republicans, Emmer now must help lead them.<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">The reason he didn&#8217;t like his old campaign chairman job was because he had to be the \u201cattack dog,\u201d as he put it, always on offense. He also had to provide quite a bit of customer service to the Republican candidates. He twice ran the National Republican Congressional Committee.<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">The GOP whip\u2019s job? <\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">\u201cContrary to popular belief, it\u2019s a lot the same,\u201d he said \u2014 lots of listening and lots of responding.<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">\u201cThe great thing about having 222 (House Republicans) is every voice matters,\u201d he said. &#8220;So you respect everybody, you respect their opinion. Don\u2019t have to agree with them. You don\u2019t even have to like them. That\u2019s not the issue. But you have to respect them.\u201d<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">And so what&#8217;s the strategy for passing the debt ceiling or the spending bills?<\/p>\n<p class=\"sc-hKMtZM dist__TextBase-sc-1fnzlkn-2 VsbiX itaLjB\">\u201cI&#8217;ll let our members tell you a plan,\u201d Emmer said. \u201cOur job is to make sure that once that plan is ready for primetime, we get it across the finish line.\u201d<\/p>\n<\/div>\n<p>Copyright 2023 The Associated Press.
