United States hit its<a href=\"https:\/\/www.cnn.com\/2023\/01\/18\/politics\/debt-ceiling-deadline-congress\/index.html\" target=\"_blank\" rel=\"noopener\"> debt ceiling<\/a> on Thursday, the Treasury Department is now undertaking <a href=\"https:\/\/www.cnn.com\/2023\/01\/19\/politics\/debt-ceiling-deadline-treasury\/index.html\" target=\"_blank\" rel=\"noopener\">\u201cextraordinary measures\u201d<\/a> to keep paying the government\u2019s bills.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_E12E3D11-B13E-B78A-6BB4-D0A552C64F29@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      A default could be catastrophic, causing \u201cirreparable harm to the US economy, the livelihoods of all Americans and global financial stability,\u201d Treasury Secretary <a href=\"https:\/\/www.cnn.com\/2023\/01\/13\/politics\/debt-limit-janet-yellen-letter-to-kevin-mccarthy\/index.html\" target=\"_blank\" rel=\"noopener\">Janet Yellen has warned<\/a>.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_2C9F21E8-C65F-0930-61EC-D0A552C64ACB@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      Yellen on Friday<a href=\"https:\/\/www.cnn.com\/2023\/01\/20\/politics\/yellen-amanpour-debt-limit-cnntv\/index.html\" target=\"_blank\" rel=\"noopener\"> told CNN\u2019s Christiane Amanpour<\/a> that the impacts would be felt by every American.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_4313B32E-3294-3F36-F70F-D0A552C76175@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      \u201cIf that happened, our borrowing costs would increase and every American would see that their borrowing costs would increase as well,\u201d Yellen said. \u201cOn top of that, a failure to make payments that are due, whether it\u2019s the bondholders or to Social Security recipients or to our military, would undoubtedly cause a recession in the US economy and could cause a global financial And Americans \u2014 many people \u2014 would lose their jobs and certainly their borrowing costs would rise.\u201d\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_E3FC637A-979C-9D15-0551-D0A552C73DDA@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      Dire warnings of debt ceiling trouble <a href=\"https:\/\/www.cnn.com\/2023\/01\/18\/politics\/us-debt-ceiling-what-matters\" target=\"_blank\" rel=\"noopener\">aren\u2019t new<\/a>. Federal lawmakers have reached agreements in the past, and this Congress has some time \u2014 until at least early June, according to Yellen\u2019s public estimates \u2014 to reach an agreement on whether to raise or suspend the debt limit.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_64413AD7-9769-9171-3FD4-D0A552C77117@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      Many economists say they expect an agreement will be reached. However, given the current \u201cextremely fractious political environment,\u201d it could be a long process that <a href=\"https:\/\/www.cnn.com\/2023\/01\/19\/investing\/dow-stock-market-today-economy\/index.html\" target=\"_blank\" rel=\"noopener\">would contribute to \u201cflare-ups\u201d<\/a> in financial market volatility, Moody\u2019s Investors Service said in a note Thursday.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_D6374E3C-CFFE-6E13-896C-D0A552C77489@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      Such volatility is coming at a time when the <a href=\"https:\/\/www.cnn.com\/2023\/01\/19\/economy\/fed-brainard-inflation\/index.html\" target=\"_blank\" rel=\"noopener\">Federal Reserve is trying to bring down inflation<\/a> while navigating a soft (or softish) landing with minimal harm to the economy.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_30693440-D126-FA86-7BDF-D0A552C72327@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      So what happens to the economy in a worst-case scenario of default?\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_C355981E-13D4-BF10-9BA2-D0A552C739A3@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      It\u2019s an understandable question with an unsatisfying answer, said Michael Pugliese, vice president and economist with Wells Fargo\u2019s corporate and investment bank.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_B3B5B617-EFF7-8077-D9DA-D0A552C73313@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      \u201cThe honest truth is, no one knows,\u201d he said. \u201cA widespread default by the US government is not something we\u2019ve ever experienced and not something we\u2019ve ever even come close to experiencing.\u201d\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_B8DF3D63-B3FB-82F5-E3C9-D0A552C7F6A6@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      While a default isn\u2019t something that can be modeled in the way a more historically common economic event such as a recession can be,<a href=\"https:\/\/www.cnn.com\/2023\/01\/09\/investing\/debt-ceiling-crisis-speaker\/index.html\" target=\"_blank\" rel=\"noopener\"> the events of 2011 <\/a>could lend some perspective as to what would happen if the debt ceiling drama turns into a debacle, said Gregory Daco, chief economist at EY-Parthenon.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_2B9024DE-ECE0-81F7-502B-D0A552C7106A@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      \u201c2011 was the first time in a long time that we came close to a debt ceiling breach,\u201d he said. \u201cAnd that was a time when there was a lot of political fragmentation and there was a strong desire to essentially attach spending cuts to any debt ceiling increase.\u201d\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_D89F687E-BCBD-7C4B-F5FF-D0A552C776D1@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      The current environment includes similar brinksmanship and desires to attach spending cuts, he said.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_A2A00AD7-1CDB-B84C-AA97-D0C28DBF29F1@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      But some fear this fight may be tougher than those in the past, a concern reinforced by the fact it took 15 ballots to elect the Speaker of the House in what is normally the easiest vote taken by a new Congress.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_48E886D4-CD98-B7C3-2ED1-D0A552C7BB01@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      The economy nearly 13 years ago was different, as well.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_A68A7D8B-B131-3DF1-CAE6-D0A552C736DD@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      At the time, the Fed was in an easy monetary policy mode and the economy in a weaker position, as it was still recovering from the Great Recession of 2008, Pugliese said. Unemployment was north of 9% in July 2011.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_34A493CA-C63C-2E4E-84EA-D0AB510C46E2@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      That same year, Treasury projected the \u201cX date\u201d \u2014 the date on which it would be unable to pay its obligations on time \u2014 would fall on August 2, 2011. That ultimately was the date when Congress passed, and President Barack Obama enacted, a law increasing the ceiling.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_F790C99B-6750-D931-1666-D0AB77A0A9C0@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      The actual economic impact of the debt ceiling run-up in 2011 is hard to isolate and quantify, Pugliese said, noting how the sluggish US economic recovery also experienced spillover effects from global events, notably Europe\u2019s sovereign debt crisis.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_EFF98E45-7DA7-468C-7BDB-D0ACCBF6A2D3@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      Still, there were some indications that the protracted congressional battle contributed to a shake-up in the economy then, he said. Real GDP growth was a weak -0.1% on a quarter-over-quarter annualized basis in the third quarter of 2011. Financial markets were roiled, consumer confidence weakened, the US economic policy uncertainty index set a new high and Standard &amp; Poor\u2019s<strong> <\/strong>credit rating agency downgraded the United States to AA+ from AAA.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_E86E1F67-5352-BFCE-E9FF-D0AA12917973@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      \u201cI think you would be hard pressed to say [the debt ceiling debacle] was a positive thing,\u201d he said. \u201cI think of it more as one other hurdle among a lot of other hurdles for the economy as it emerged from 9% unemployment at the time.\u201d\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_2D68CBB0-B0E2-C170-AFA1-D0C01D9FB966@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      This time, if the X date were to come without a resolution, there is speculation that the Treasury could prioritize principal and interest payments to prevent a technical default, Pugliese said. There are potentially other \u201cbreak the glass\u201d options from the Treasury and Federal Reserve, but those are untested and short-term solutions, he added.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_257AA047-0C58-FD74-FB33-D0C5A3DA2ED9@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      \u201cSomeone, somewhere is going to get shortchanged if the government doesn\u2019t have all of its money, whether that\u2019s Social Security beneficiaries, defense contractors, civil service employees, veterans, [etc.],\u201d he said.\n  <\/p>\n<div data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_523D4BFF-A0C2-95B4-1816-D0C675CC40E7@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      Adding to the uncertainty is the current economic climate, Daco said.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_11BC5F1D-5E32-1B1E-7937-D0CC5977BE65@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      \u201cWe are going into this delicate period at a time when the US economy is clearly slowing down and at a time when the global economic backdrop is also weakening \u2026 so the economic environment against which this debt ceiling debacle is unfolding is one of increased economic softening.\u201d\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_9A16AF8F-7690-1A36-3059-D0C9E051C470@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      While a self-inflicted recession would be likely after the point when an X date is hit, some upheaval could come sooner, Daco said.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_F80A808E-0403-0FDE-B0BC-D11126BAA3A6@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      \u201cFinancial markets and private sector actors tend to react ahead of that date,\u201d he said. \u201cIf there is the anticipation that we will get very close to that drop-dead date, then financial market volatility generally tends to increase, stock prices tend to react adversely.\u201d\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_18D9BAB9-12E2-2CEB-A76E-D0CDD82F9998@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n       A Treasury default would undermine the global financial system, said Louise Sheiner,  policy director at the Hutchins Center on Fiscal and Monetary Policy and former senior economist with the Fed and the Council of Economic Advisers.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_E5EC5235-514A-87C6-7208-D0D4369A55B6@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      \u201cIf Treasuries become something that people are worried about holding, then that has ripple effects throughout capital markets throughout the world, in ways that are really difficult to predict,\u201d she said.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_8FBA7C67-7DB3-C6CE-D7D7-D0D6E1CDE4E9@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      Considering the potential consequences in the United States and abroad, Sheiner believes the debt ceiling will be lifted or suspended \u2014 eventually.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_936D5044-EDBB-9D1C-3DCF-D0D94E3C0C6B@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      \u201cThere\u2019s no other way around it,\u201d she said. \u201cThere\u2019s no way that Congress is going to cut spending 20% in the middle of the year. It would plunge the economy into a recession. It would be a terrible policy.\u201d\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"archive.cms.cnn.com\/_components\/paragraph\/instances\/paragraph_2DCBD4B6-92AB-EA80-4622-D0DA3E1E0B8D@published\" data-editable=\"text\" data-component-name=\"paragraph\">\n      She added: \u201cIf you care about the long-term debt, you have to actually change different laws, Social Security law, Medicare, or the tax law \u2026 you want to do that in the appropriate process, you want to do it well thought out.
