{"id":46816,"date":"2023-01-26T02:35:21","date_gmt":"2023-01-26T02:35:21","guid":{"rendered":"http:\/\/www.brandon.ddtest.info\/multisite-test\/dfl-legislators-advance-bill-to-limit-interest-rates-on-payday-loans\/"},"modified":"2023-01-26T02:35:21","modified_gmt":"2023-01-26T02:35:21","slug":"dfl-legislators-advance-bill-to-limit-interest-rates-on-payday-loans","status":"publish","type":"post","link":"http:\/\/www.brandon.ddtest.info\/multisite-test\/dfl-legislators-advance-bill-to-limit-interest-rates-on-payday-loans\/","title":{"rendered":"DFL legislators advance bill to limit interest rates on payday loans"},"content":{"rendered":"<p> \n<\/p>\n<div id=\"dataContent\">\n<p><span style=\"font-weight: 400;\">House legislators on Wednesday advanced <\/span><a target=\"_blank\" href=\"https:\/\/www.house.leg.state.mn.us\/bills\/Info\/HF290\/93\/2023\/0\" rel=\"noopener\"><span style=\"font-weight: 400;\">a bill <\/span><\/a><span style=\"font-weight: 400;\">to limit sky-high interest rates on payday loans, which advocates say often trap borrowers into a cycle of debt.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThese lenders make it their mission to target people who don\u2019t have access to a bank account \u2014 or who don\u2019t have access to a traditional loan \u2014 and they take their hard earned money. It\u2019s theft and entrapment,\u201d said Vienna Wilson, board chair of Exodus Lending, which helps Minnesotans refinance payday loans.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Payday loans are short-term loans, often for $500 or less. If the bill passes, Minnesota would join 18 states and the District of Columbia in capping interest rates at 36% or lower. In 2021, the <\/span><a target=\"_blank\" href=\"https:\/\/www.cnbc.com\/2021\/02\/16\/map-shows-typical-payday-loan-rate-in-each-state.html\" rel=\"noopener\"><span style=\"font-weight: 400;\">average interest rate for a payday loan in Minnesota was 200%. <\/span><\/a><span style=\"font-weight: 400;\">The practice was illegal in Minnesota until 1995. Advocates believe the loans are predatory: Wilson said payday lenders are \u201clegal loan sharking.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIf you cannot work your business with a 36% profit, maybe you don\u2019t really have a business. We should not be legalizing robbery,\u201d said Rep. Ginny Klevorn, DFL-Plymouth.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Payday loans are often marketed as \u201cone-time only\u201d loans for borrowers looking to survive until their next paycheck. However, data from the Minnesota Department of Commerce shows lenders reported an average of nine loans per borrower in 2021.\u00a0<\/span><\/p>\n<p><a target=\"_blank\" href=\"https:\/\/minnesotareformer.com\/2022\/12\/16\/the-legislature-needs-to-rein-in-predatory-lenders\/\" rel=\"noopener\"><span style=\"font-weight: 400;\">Consumer advocates say<\/span><\/a><span style=\"font-weight: 400;\"> payday lenders often set up business around low-income neighborhoods and communities of color. Black households are almost four times as likely and Latino households are more than three times as likely to take payday loans than white households, <\/span><a target=\"_blank\" href=\"https:\/\/cfsi-innovation-files-2018.s3.amazonaws.com\/wp-content\/uploads\/2021\/04\/19180204\/FinHealth_Spend_Report_2021.pdf\" rel=\"noopener\"><span style=\"font-weight: 400;\">according to a 2021 report by Financial Health Network.<\/span><\/a><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Payday America, a Minnesota lender, said capping interest rates would eliminate access to payday loans in the state, forcing Minnesotans into the unregulated online market.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cLenders simply will not do business in Minnesota under this pay cap,\u201d said Paul Cassidy, a lobbyist for Payday America. He showed a video of customers saying they could not survive without the loans.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Republicans voiced support for the lenders\u2019 view that the bill would take away access to loans that people need and drive people to online loans.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cYou will expose Minnesotans to greater risk and greater fees and greater turmoil by taking this tool away from them,\u201d said Rep. Kurt Daudt, R-Crown.\u00a0<\/span><\/p>\n<p><a target=\"_blank\" href=\"https:\/\/www.pewtrusts.org\/en\/research-and-analysis\/reports\/2012\/07\/19\/who-borrows-where-they-borrow-and-why\" rel=\"noopener\"><span style=\"font-weight: 400;\">A Pew Charitable Trust study<\/span><\/a><span style=\"font-weight: 400;\">, however, found regulated states saw a large decrease in payday loans, and that borrowers do not seek online loans \u2014 they\u2019re more likely to cut back on expenses and try alternative ways to borrow money.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Rep.
